Use instead of reconciliation
In 2023, around 8 TWh of electricity in Germany were cut off due to network bottlenecks as part of redispatch measures and therefore not used. This is roughly equivalent to Berlin's annual electricity consumption. The “use instead of settlement” regulation is intended to counteract this wasted potential from October 1, 2024.

In 2023, around 8 TWh of electricity in Germany were cut off due to network bottlenecks as part of redispatch measures and therefore not used. This is roughly equivalent to Berlin's annual electricity consumption. The “use instead of regulation” regulation (NSa, link below) is intended to counteract this wasted potential from October 1, 2024. The EnWG amendment, which then comes into force, initially provides for a 2-year trial phase in which, in the event of an impending bottleneck, network operators can instruct relief systems (e.g. electrolyzers, Power-2-Heat, or battery storage) to absorb the amount of energy to be regulated in order to counteract the bottleneck. This recording is initially paid on a lump sum basis by the network operator and tendered via auctions over the longer term. Only relief systems in defined relief regions of particularly affected distribution system operators are eligible to participate.
The platform helps to identify and develop particularly suitable locations for relief systems by providing central data:

👉 Substation-sharp presentation of past redispatch measures (in hours and MWh over the last 12 months)
👉 Automated analysis of a large number of other important planning criteria (e.g. local construction subsidies, usage conflicts and surrounding network infrastructure)
